Minutes - Thursday 2nd July 2020

Extraordinary meeting of the Parish Council 2nd July 2020 at 7.30pm via Zoom.

Present: Councillors K Vernon, P Stevenson, D Harris, G Stockdale.

Members of the public:

C Ewing,

R and C Lowries.

Introduction:

Councillor Vernon welcomed the general public to an historic Parish Council Meeting; historic because it was the first ever extraordinary meeting, historic because it was the first time a ‘virtual’ meeting had taken place and historic because at that moment there was no Chair nor Clerk for the meeting.

Councillor Vernon explained that at that moment he was just a Zoom co-host of the meeting and did not hold a position of authority on the Council. As the members of the general public might not be able to see who the Councillors were, Councillor Vernon asked the Councillors to introduce themselves so that they could be identified on everone’s computer screen.

Councillor Vernon said that he had intended to make a statement explaining the reason for the extraordinary meeting but after talking to District Councillor, Shirley Barnett, who had advised him not to start a war of words and that what had happened was ‘water under the bridge’ he was going to follow her advice.

As the meeting could not take place without an elected Chair, Councillor Vernon asked the Councillors to propose one of the Councillors to be the Chair for the extraordinary meeting.

Election of Officers for this meeting:

Election of Chair: KV was proposed by DH, seconded PS.

KV said that as people might not be able to see raised hands which was the normal way of voting, the vote would take place as a recorded vote.

The motion was duly passed and KV was elected to Chair for the extraordinary meeting

Election of interim Proper Officer/Clerk; GS was proposed by KV, seconded PS/DH.

A recorded vote was taken.

The motion was duly passed and GS was elected Proper Officer/Clerk for the meeting

Statement on public participation:

The Chair indicated that, for the duration of this meeting, he would suspend Standing Orders allowing members of the public to speak.

Because this was an Extraordinary meeting and no prior notification of an intention to speak has been possible, the public would not be allowed to speak at this meeting. Councillors agreed to this suspension.

He also requested that if members of the general public wanted to speak at the July 23rd meeting they should contact the Clerk before the meeting.

Election of Officers until May 2021 (conducted by the interim Proper Officer)

Election of Chair of the Council:

KV was proposed by PS, seconded DH. A recorded vote was taken.

KV vote in favour

The motion was duly passed and KV was elected to be Chair of the Parish Council until May 2021.

As is required, KV made a declaration that he accepted the position of Chair.

Election of Vice Chair of the Council:

DH was proposed by KV

seconded PS.

A recorded vote was taken.

KV vote in favour. PS vote in favour DH vote in favour

The motion was duly passed and DH was duly elected as Vice Chair of the Parish Council until May2021.

Closing statement:

The Chair made a statement outlining the Parish Council’s intention to be an inclusive, dynamic and forward thinking body, working to improve communications with parishioners and for the benefit of the whole community.

He also said he wanted to publically acknowledge the work the WI had done during the lockdown in making certain elderly, vulnerable residents were staying in good health. He also thanked Councillor Stevenson for contacting the relevant water authorities about the flooding at Rake End, the sewage problem at the other end of the Village and obtaining promises that something would at long last be done about these problems.
